Reid Middleton provided civil and structural engineering services for the design of the 209,800 SF Bachelors Enlisted Quarters and 900-vehicle parking garage on the Naval Base Kitsap, Bremerton campus. The BEQ was constructed to provide on-shore living space for sailors whose ships are in Bremerton. The 320,000 square foot, 900 stall parking structure provides parking for the BEQ as well as for the nearby shipyard. Floor designs consist of post-tensioned slabs with steel framing in the elevator area. The seismic system consists of concrete shear walls in both the BEQ’s principle directions, with special moment-resisting frames used in the short direction of the parking structure.
Site civil engineering work included grading, a 12-inch water main, water and sanitary sewer services, and a storm drainage collection system. A detention pond to control stormwater flow and a wetpond to treat the water were a major portion of the design. Civil design elements also included retaining walls to meet the grade requirements for the sloping site. A new access road, sidewalks, and trails were also incorporated into the site. Reid Middleton met the specific design charrette requirements need to achieve LEED® Silver certification. A Storm Water Pollution Prevention Plan was prepared to comply with National Pollution Discharge Elimination System standards.
