Blaine is articulate in his quest for practical solutions to each unique project. His decade of experience includes waterfront expertise providing permitting, inspection, analysis, design (including dredging and marine facilities), cost estimating, and construction administration of waterfront projects for both public and private clients. His experience has included site investigation, shoreline protection/restoration, and fixed and floating docks. He specializes in utility design, site grading, cost estimating, and permitting efforts, including permitting applications and technical support.
