Professional civil, structural, and waterfront engineering services including concept design of a new berthing facility for US Navy and Coast Guard's fuel barge, OSV, SVs, and CPBs vessels were provided by Reid Middleton. The facility includes 30 ft x 860 ft fixed and 24 ft x 700 ft access trestle. The pier and trestle are concrete structure supported by steel piling. The berthing facility also includes the concrete floating docks along with the fixed pier consisting of 26 open and 12 covered slips and a boat house. The project also includes concept design of new Transit Protection System Headquarters/Operational support facility (TPS/HQ OP building), utilities and site improvement, and 1 mile of road improvement.

Project elements include a topographic survey, geotechnical survey and investigation, estimation of environmental loads, sampling and testing of soil and water conditions, and conceptual design and structural analyses with supporting cost estimate including utility requirements. The environmental loads include forces induced by tidal/current, wind, and waves on the fixed and floating piers.
