Naval Medical Center San Diego Seismic Upgrades Program

The seismic screening, evaluation, Rapid Evaluation & Assessment Program (REAP) and seismic upgrades design of the U.S. Navy's premier medical facilities was the responsibility of Reid Middleton. The campus includes 23 buildings totaling nearly 2.5 million GSF. With an active earthquake fault running near the site, a comprehensive seismic program was needed for the facility to understand and mitigate the risk. Seismic screening of all 23 buildings and bridges on the campus were performed. Evaluations of the main hospital, central plant, and clinics, approximately 1.2 million GSF, were performed because of their critical contribution to the medical centers mission. Along with the evaluation, a REAP was developed to provide a post-disaster tool to assist facility management to quickly and accurately perform detailed building safety evaluations immediately after an earthquake. Upgrades design included the use of 420 innovative fluid viscous dampers in 219 locations in the main hospital and clinics.
